WV IJDC announces funding for 7 water, sewer, development projects

CHARLESTON, WV —The West Virginia Infrastructure and Jobs Development Council (IJDC) announced funding for water and sewer system improvements and service extensions in towns and public service districts around the state at its most recent meeting on July 7.

Water Projects
The council approved funding for the following water projects:
  • Greater Harrison PSD
    • The council approved the use of a bid overrun and provided a $61,350 grant for the Stevens Run Critical Needs Project. These funds with other previously approved funding brings the project’s estimated cost to $860,350.
  • Town of Paw Paw
    • The council approved $200,000 loan for water system improvements, which will include upgrades to the water treatment plant, rehabilitating two water storage tanks, installing a SCADA system, rehabilitating the raw water intake and improving the access road, replacing the remaining original distribution system and developing an additional water source. The project is estimated to cost $4.395 million.
  • City of Pennsboro
    • The council approved the use of a bid overrun and provided $165,000 to cover increased costs caused by increased costs in the materials market. The water system improvement project is estimated to cost $3.965 million.
  • Tomlinson PSD
    • The council approved $50,000 in pre-application funding assistance for a project associated with the acquisition of the Newell Company water assets. The Hancock County Commission is providing $50,000 in matching funds to file the IJDC funding application. The project’s estimated cost will be determined as part of filing the application.
  • Eastern Wyoming PSD
    • The council approved the use of a bid overrun and provided $100,000 to help cover the cost of the Beartown extension project overrunning bids by $954,598. The Wyoming County Commission has committed $681,819 in American Rescue Plan Act Grant funds to the project overrun and the West Virginia Department of Environmental Protection is providing $172,279 in additional funds through its Abandoned Mine Lands and Reclamation Grant Program. This will allow this $10.312 million project to close.
Sewer Project
The council also approved funding for the following sewer project:
  • Hancock County PSD
    • The council approved $50,000 in pre-application funding assistance for a project associated with the acquisition of the Newell Company water assets. The Hancock County Commission is providing $50,000 in matching funds to file the IJDC funding application. The project’s estimated cost will be determined as part of filing the application.
Generator Match Assistance
The council also approved $859,484 in grants for 11 projects in Matewan, Birch River, Little Birch, Bruceton Mills, Brandonville, Hazelton, Laurel Run, Camp Dawson, Allingdale, Cottle, Rainelle, Kingwood, Craigsville, Bradshaw, Deanville and Buckhannon. The grants will be used along with matching funds from FEMA to complete the project, which is estimated to cost is $4.157 million.

The WV IJDC was created by the WV Legislature in 1994 to serve as a funding clearinghouse for water and wastewater projects around the state. Gov. Jim Justice serves as council chairman, with Deputy Chief of Staff Ann Urling serving as his designate.
